Bid in 2023, delayed through funding until the summer of 2024, the project known as 2210437 Washington County, Runway Rehabilitation Phase 1, was undertaken by Northeast Paving, of Pittsburgh, PA in July 2024. This 12 day project represents a significant investment for the revitalization of the Washington County Airport with a contract value of $3.2 million.

Awarded by the PennDOT Bureau of Aviation on March 5th, 2024, the project began on July 15th, 2024, and ended on July 26th, 2024. The project focused on rehabilitating a section of Runway 9-27, which is 5,004 ft long and 100 ft wide. This runway was constructed in phases, with parts reconstructed in 1984, 1989, and overlaid in 2007, and was micro-surfaced and crack-sealed in 2014, followed by additional crack sealing and re-marking in 2020. The base bid involves full-depth pavement repair of the center 70 ft wide strip between Stations 12+00 and 35+50.
This includes milling the existing asphalt, compacting and replacing the subbase as needed, and resurfacing with 4 inches of new P-401 wearing course in two lifts while maintaining grade, slope and IRI ride specifications at 55 or below (Final Results averaged 47).
The outer 15 ft on each side was milled 2 inches deep and resurfaced with 2 inches of wearing course. The work also involves adjusting the runway’s cross slope to a maximum of 1.5%, re-marking, grooving, and addressing shoulder grading where drop-offs exceed 2 inches with seeding and mulching, and minor electrical work. Taxiway work was completed as well, all within the original contract time of 12 days for the runway (the taxiway allotted 19 days).
Project Superintendent, Tony Shultz, and Project Engineer, Mark Spruill both agreed “Too many people to thank to include, but not limited to QC, Plant, Field, Dispatch, Safety, Engineering, Estimating, as well as all the Subs needed to complete the work in a 12 day closure”
